I do not doubt that President Roosevelt would have been happy to have been able to save millions of Jews.  I do not doubt that Mr. Churchill would have been happy to have been able to save millions of Jews.  The tragedy was not the lack of good will, but as I formulated it once in London, the tragedy was that an emergency was met by routine methods.
